Subject: Unresolved Issue 010: SAVE and module co-arrays

UTI 010 points out that it is inconsistent to allow top-level module
co-arrays to not have SAVE but require it if they have a co-array
component. We agree and propose that the SAVE attribute be required
in both cases. We do not wish to allow for the possibility of implicit
synchronization when the module goes out of scope, as the editor suggests.
