When  I  went  to  write this up, I discovered that this  enhancement  is
already  present  in  96-007r1 (i.e., in  the  Fortran  95  draft).   The
requested  change in constraint has been made to what is  now  the  fifth
constraint in 12.4 (p.198, lines 43-45).
