Unresolved issue 11 took issue with the word "process". Upon reflection, it seems the most appropriate term in the standard is executable-construct (2.3.1). If the committee agrees, the text should be edited to read
An exception shall not signal if this could arise only during execution of a executable-construct further to those required or permitted by the standard
NOTE:
Withdrawn. Henry pointed out that ininitalization exprs need to not gratitiously signal either. Passing this would make matters worse since the text would be precise and *wrong*.
