Minutes of Meeting 151

NCITS/J3 Committee

November 29 - December 3, 1999

Las Vegas, Nevada

Monday, November 29, 1999

Opening business

Meeting was called to order at 8:30 a.m., November 29, 1999 at the Las Vegas AmeriSuites.

1.1.1 Remarks from the chair

None recorded.

1.1.2 Adoption of the agenda

The agenda was moved by Dedo and seconded by North (henceforth recorded as "moved by mover/seconder") and was approved by unanimous consent. Tag meeting will be held Thursday. Some tutorials are being planned for this meeting.

1.1.3 Approval of minutes for meeting 150

Motion: Adopt minutes as amended (Hendrickson/Maine) u.c.

1.1.4 NCITS/OMC report

The Chair gave the annual report to NCITS and there were no issues raised by NCITS.

1.1.5 ISO/WG5 report

John Reid has been confirmed as WG5's new Convenor. We need to formally ballot N1372 and N1374. While it is clear that the cover page of N1374 is defective, it is unclear that there are any substantive issues. J3 should discuss any technical objections; the USTAG will handle the formal voting at its meeting on Thursday.

1.1.6 Treasurer's Report

No meeting fee per discussion in Oxford. No liabilities. $4006.48 on deposit. No meeting fees will be collected until our balance is around $2000. If things go as expected, this is unlikely to be within calendar year 2000.

1.1.7 Beginning membership report

Members present: Malcolm Cohen, Richard Maine (alt for Cohen), Craig Dedo, Keith Bierman (acting secretary), Dick Hendrickson, Stan Whitlock, Henry Zongaro, Van Snyder, Mallory North (Treasurer and Librarian), Tony Warnok (Chair), Jon Steidel, Dan Nagle, Matthijs van Waveren, Toon Moene (alt for van Waveren).

14 members. 12 present or represented. Smith/Martin were not present. Bleikamp was neither present nor represented. Dan Nagle is a voting member as of this meeting.

Kurt Hirchert has resigned his membership (he has sent a message which we interpret as resignation). It is believed that he will be rejoining as representative of his new organization, University of Kentucky, at meeting 152 or shortly thereafter. Mike Ross (Intel) is attending as an Observer and is expected to graduate to full membership at the next meeting. The chair has been informed that Carlie Coates' fees have been paid, however, Carlie was not present at the opening of this meeting, nor has Carlie attended the required meeting as Observer.

Comments from members

Van Snyder: The document repositories are effectively offline. I can provide a facility outside the JPL firewall. (It was agreed to authorize Van to do this). It was observed that anonymous ftp is much more convenient than a password protected account. Van will work on it.

Maine: the Editor needs minutes or at least a reliable list of papers/edits passed within a reasonable period of the end of a meeting. Especially when the Editor isn't physically present at the meeting.

With regard to integrating Interpretations into the draft standard, the Editor is going to rely on subgroups to pass papers authorizing specific edits. It was observed that Whitlock owns the database and also that Reid has offered to provide support services such as tracking that all interp edits have in fact been incorporated into the F2K draft.

Warnock: The direction for this meeting is 2/3 of the time/effort to be dedicated to new work, and 1/3 to interp processing.
