This paper is to draw attention to the hisotry that the BITS data
type had already beein proposed for Fortran 2008 and tghe rusult of
extensive discussion was incorporated intto the draft 07-007r2.pdf.

As some of the bit sequence a <boz-literal-constant> text has crept
into the current F2023 draft, making all the edit changes from
07-007r2.pdf may be tedious, that is likely to be the best approach
for F202Y,
