Introduction:

UTI020 suggests that the subclause 16.5.4 Interpretation of template
instantiation should be placed after dependent topics such as
instantiation arguments.  Subgroup agrees.

Edits:

[408:1+] Delete subclause 16.5.4 Interpretation of template
         instantiation.

[413:10+] Introduce new subclause 16.5.5+ Interpretation of template
          instantiation.  Copy the contents of the former subclause
          16.5.4 in its entirety.

[408:9+] Delete Unresolved Technical Issue 020 in its entirety.
