Introduction:

UTI021 contains 2 concerns: (1) that a paragraph is a "wall of text",
and (2) deleting a paragraph that defined a term that is not actually
used.  Concern (2) was handled directly by the editor and subgroup
agrees.  This paper contains edits that attempt to fix concern (1)

[409:14-22] 16.5.5.1 Instantiation arguments

  Replace the entirety of paragraph 2 with:

   "The instantiation argument list identifies a one-to-one
   correspondence between the instantiation arguments and the deferred
   arguments of the referenced template or requirement.  If an
   argument keyword appears, the instantiation argument corresponds to
   the deferred argument with the same name, and all subsequent
   instantiation arguments in the list shall also use keyword
   association.  In the absence of an argument keyword, the
   instantiation argument corresponds to the deferred argument
   occupying the corresponding position in the deferred argument
   list."
