The original text in paper 25-204r3 has a constraint disallowing a specific procedure that is a procedure pointer as an instantiation argument. But there was no analogous constraint on procedure pointers accessed via a generic name. Subgroup agrees that this inconsistency should be fixed. We intended the restriction to avoid the complexity of whether the resulting instantiation then changes behavior when said procedure pointer is reassigned during execution or does the behavior remain rooted on the original association. There may well be interesting use cases that could benefit from such run-time variation, but we prefer a conservative approach for this first iteration.
