UTI023 and UTI024 observe that there are a several problems with
statements about the instantiation association of deferred procedures.
The editor provided alternate wording.

Subgroup agrees with the editor's change.

Subgroup does note that the editor has made substantial changes in
this subclause, and while we agree with the disposition of these 2
UTI's subgroup expects to come back with additional edits when the
dust settles.
