1. Introduction

See 26-194 (i.e. the r0) for background information.

This paper does a more comprehensive reorganisation of subclause 17.6, to
improve readability, without changing any words other than a typo fix.


2. Edits to N2258

All edits are to 17.6 Collective subroutines, which begins at line 25 of p419.
References to paragraph/constraint/NOTE numbers are to the ones in N2258;
LaTeX will automatically renumber everything afterwards.

[419:26-29] p1. Leave it as is.

[419:29+] Move C1703 "A reference to a collective subroutine shall not..."
          from [420:22-23] to immediately follow p1.

[419:29++] Move the last sentence of p3 [420:7-9]
